"30 Years' Lack of Funding" - CSU Cannot Accept Increasing Numbers of Qualified Freshm

In 2017, California State University's 23 campuses are unable to accommodate nearly 31,000 of qualified high school students. The California Education Department states that the number of qualifying students per year has more than doubled in the past two decades, while California's Master Plan for Education directs acceptance of the top third of potential applicants. However, according to the school's spokesman, CSU does not intend to admit students for whom they do not have classes, resources or living space.
